Kilgore ISD received a federal grant intended to support ongoing safe, in-person learning at K-12 schools, according to a report from the district’s most recent school board meeting.

Charles Presley, KISD’s Director of Safety and Emergency Management, delivered the report to trustees Monday.

“This was a grant opportunity and I’m not a grant writer and don’t apply for many, but this was a little different from a lot of grants and it was very time-sensitive. It would not have even been available if our business office was not on top of the things that we needed to do,” Presley said.

According to Texas Education Agency, the School Health Support Grant period ended March 31, and Presley said all of the funds received by KISD had to be spent by that time. The grant funds are slated to be used for personal protective equipment, hygiene and cleaning supplies, air filtration systems and other related health and safety equipment.

“To be compliant and be able to apply, we developed an RFP (request for proposal) very early on and looked at products that meet the criteria that we could utilize within our district. We acquired bids when we applied for the grant. We finally did receive the grant, but we didn’t get the notice until March 24. The deadline to spend the funds was actually March 31. You had to order it, get it in and pay for it by March 31 and all your paperwork has to be done on this by the end of June for the CARES Act (Coronavirus Aid, Relief, and Economic Security Act) for this particular group of funds,” Presley said.

He said KISD used grant funds to purchase portable air purifiers, disinfectant sprayers, hand sanitizer and disinfectant sprays for teachers to use in classrooms.

“We were able to acquire everything else and use it here at KISD and make some improvements within our district as far as air quality and purification, not just for COVID, but also for allergies and things like that. So many studies now show that improved air quality improves attention spans and things of that nature. We will continue with our disinfectant sprays,” Presley said.

He added many local school districts did not apply for the funds in time and he thanked KISD’s business department for staying on track of the application process.

Trustee Dana Sneed asked if district faculty and staff would be well-stocked for some time now that the funds had been used to purchase so many additional cleaning and sanitizing supplies.

“We believe it’s going to go pretty quick,” Presley said, noting the district will continue its ongoing sanitizing and cleaning schedule adopted at the beginning of the COVID-19 pandemic. Also, he added, the newly purchased products, such as disinfectant sprays for classroom use, are easier to use than previously purchased supplies, and he anticipates faculty and staff will use them more frequently for this reason.
